SENATE CONCURRENT RESOLUTION NO. 44

Requesting the Joint Committee on Government and Finance conduct
a study relating to providing, to the maximum extent possible,
Medicaid reimbursable health care services in the public
schools of the state.

Whereas, There are children in West Virginia who receive
inadequate health care as a result of economic disadvantages
notwithstanding eligibility for various government health care
programs; and

Whereas, Many West Virginia children live in rural areas where
adequate and appropriate health care services are not readily
accessible; and

Whereas, West Virginia children are required to attend school
under the state's compulsory school attendance laws; and

Whereas, Many schools currently provide health care services
in clinic-type settings which might be subject to Medicaid
reimbursement; and

Whereas, The state should seek ways to use its existing
resources as fully as possible to meet the needs of its children;
therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby requests the Joint Committee on
Government and Finance conduct a study on providing, to the maximum
extent possible, Medicaid reimbursable health care services in the
public schools of the state; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2001, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance; and, be it

Further Resolved, That the Clerk of the Senate is hereby
directed to forward a copy of this resolution to the state board of
education for distribution to each member thereof.
